Woodford County Criminal History Checks
Begin with the event and the result you need. Judici's Woodford County index is the practical starting point for filed circuit-court cases. A current jail entry belongs to the sheriff's BlueHorse roster, while an incident report remains with the sheriff, Eureka Police, Metamora Police, El Paso Police, or another agency that created it. Illinois State Police maintains the fingerprint-linked state history.
- Collect the full name, date of birth if known, spelling variants, and an approximate event date.
- Search Judici for filed Woodford cases; use CF, CM, DT, DV, or another known case type to narrow results.
- Check BlueHorse for present county custody, or the IDOC locator after a state transfer.
- Request the underlying police report from the agency whose officer made it.
- Ask the Circuit Clerk for a certified disposition, or use the Illinois State Police process for an official state product.
Woodford's Court Street Records Campus
Several custodians sit within a few blocks in Eureka, but their files are not interchangeable. The Circuit Clerk's Criminal Division is at 115 N. Main Street, Suite 201; the courthouse is at 117 E. Court Street; the sheriff and jail are at 111 E. Court Street; and Probation and Court Services is at 105 E. Court Street. Giving the office and suite matters more than saying only “the courthouse.”
The Illinois Courts courthouse directory provides visitor information for the modern courthouse.
The courthouse listing helps with physical access, while the requested document still determines whether the clerk, sheriff, or probation office is the correct stop.
Offline Court Access in Eureka
A missing document image does not mean the record is unavailable. The Circuit Clerk's second-floor counter can provide the docket and identify paper or electronic filings that are not open remotely. A public e-filing kiosk is also on the second floor, and the public law library is on the third. The courthouse has two free public lots and nearby street parking; the county's jury directions note that the public entrance connecting the courthouse and jail is across from Faire Coffee. Parking behind the courthouse is reserved for employees.
Ask for language assistance when needed. Illinois Courts lists interpreter access, and the clerk can explain how to request a record without offering legal advice. For an exact copy request, bring the case number and document title if possible. If those are unknown, start with a name search and approximate year, knowing that the clerk publishes a $5-per-year charge for staff searches of nonautomated records. Self-searching at the clerk's office is free.
If Judici shows no case: verify spelling and date, ask whether the event was filed under another case type, allow for a newly filed matter that has not appeared yet, and call the Circuit Clerk at 309-467-3312. A police report can exist even when prosecutors did not file a court case.
Official Background Checks in Illinois
The Illinois State Police Bureau of Identification is the central repository. Its Uniform Conviction Information Act service, CHIRP, provides public conviction information rather than an unrestricted full rap sheet. Name-based matches can confuse people with similar identifiers. A fingerprint comparison through an Illinois-licensed live-scan vendor is the stronger identity method where an authorized official process requires it.
People reviewing their own record can use ISP's Access and Review procedure to obtain fuller Illinois criminal-history record information and challenge an error. A court disposition missing from the state history should first be verified with the Woodford Circuit Clerk, then raised through ISP with the supporting disposition. Federal identity-history summaries are separate FBI subject-access products and require fingerprints.
Judici, BlueHorse, or CHIRP?
| Channel | Best question | Important limit |
|---|---|---|
| Judici | Was a Woodford Circuit Court case filed, and what does its docket show? | Remote images and restricted matters may be unavailable. |
| BlueHorse | Is a person presently held in Woodford County Jail? | It is a custody snapshot, not a historical arrest archive. |
| CHIRP | What public Illinois conviction information is reported? | UCIA public results are conviction-only and identity matching has limits. |
| Clerk counter | Can a particular filed order or certified disposition be obtained? | Copy, certification, search, and mailing fees can apply. |
The Woodford Circuit Clerk page links the court-search route and office details.
When a portal is unavailable or incomplete, the Circuit Clerk remains the authoritative source for filed local case records.
Kinds of Criminal Records
One incident can create several records at different times. The originating law-enforcement agency keeps its investigative report. Woodford County Jail makes a booking record at intake. The State's Attorney decides what allegations to file, and the Circuit Clerk preserves the resulting court case. ISP receives fingerprint-supported arrest information and reported dispositions.
- Arrest and incident reports describe probable cause, officer observations, and an investigation; exemptions may protect active work, victims, or confidential material.
- Booking records show custody intake, holding charges, bond or release information, and identifiers, but do not prove guilt.
- Court files include the docket, charging papers, hearings, orders, disposition, sentence, costs, and payments.
- State histories group fingerprint-linked arrest cycles with dispositions reported to ISP.
- Custody, supervision, and registry entries come from the sheriff, IDOC, probation, and ISP according to the person's status.
Why a Booking Charge Can Change
Booking is not disposition. A jail entry repeats the charges received at intake. The State's Attorney may file different counts, amend or reduce them, or file none. Only the court file shows whether a count was dismissed, resolved by plea, tried, or otherwise disposed.
The Woodford County State's Attorney prosecutes criminal cases, advises county officials, and appears in the county's two courtrooms. Its role explains why an officer's initial allegation and a later filed count can differ.
The official State's Attorney page outlines those local responsibilities.
For a reliable outcome, match every count on the final judgment or certified disposition instead of carrying forward the booking label.
Woodford County Criminal Records: What They Contain
The fields depend on the custodian. A state rap sheet begins with identifiers and organizes fingerprint-linked arrest cycles. A court file centers on a case number and docket. A jail result centers on present custody. Read each field in that context.
| Name & identifiers | Legal name, aliases, birth date, physical description, SID, and sometimes an FBI number. |
|---|---|
| Arrest / booking | Arresting agency, date, booking identifier, photograph, intake charges, and release status. |
| Charges | Counts, statute references, and later amendments; filed counts can differ from arrest allegations. |
| Disposition | Dismissal, nolle prosequi, acquittal, conviction, plea, or another count-specific outcome. |
| Sentence | Custody, probation, restitution, costs, or other court-ordered consequences. |
| Supervision | Local probation, IDOC custody, or mandatory supervised release status when publicly available. |
County, State, and Federal Custody
Woodford County Jail holds county pretrial detainees and some short-sentence prisoners. After transfer to the Illinois Department of Corrections, the correct source is the IDOC Individual in Custody Search. Federal custody is separate again and appears through the Bureau of Prisons locator rather than Judici or BlueHorse.
The Federal Bureau of Prisons locator supports searches for people in federal custody.
A missing BlueHorse result may reflect release or transfer, not an absence of history. VINELink can provide Woodford release notifications and next-court-date information, while the clerk confirms the actual docket.
Woodford Court Copies and Fees
When an online docket is not enough, request the register of actions first and use it to identify the complaint, indictment, judgment, sentencing order, or certified disposition. Woodford's fillable records-request form asks for the case number, document title, filing date if known, certification choice, delivery method, and any added record details. Email, mail, and in-person delivery are offered; mailed results require prepaid postage. The clerk calculates the total and requires payment before release.
| Product | Published charge |
|---|---|
| Clerk search of nonautomated records | $5 per year searched |
| Self-search at the clerk's office | Free |
| First copied page | $2 |
| Pages 2–20 | $0.50 per page |
| Page 21 onward | $0.25 per page |
| Certified judgment | $5 plus copy fees |
| Certification under seal | $6 plus copy fees |
| Exemplification | $7 |
| Mailing | $5 plus postage |
Confirm the current total with the Circuit Clerk fee page. The Criminal Division does not accept personal checks; its listed payment methods are cash, credit or debit card, cashier's check, and money order.
Illinois Public Access Laws
The Illinois Freedom of Information Act supplies a written-request route, normally with a five-business-day response deadline for noncommercial requests, subject to extensions and exemptions. It does not override separate confidentiality rules. Remote court access can also be narrower than access at the courthouse.
Key access rules:
5 ILCS 140/3 sets the ordinary FOIA request and response framework.
20 ILCS 2635/1 et seq. makes conviction information the public UCIA product.
20 ILCS 2630/5 and 5.2 govern criminal identification records and expungement or sealing.
Illinois Supreme Court Remote Access Policy limits remote access by case, document, and user type.
Woodford's 2025 FOIA Form
Woodford County's request packet asks for the requester's contact information, a detailed description, the department believed to hold the record, the preferred format, and whether the request is commercial. It also asks specifically whether the material is an arrest record. That checkbox is a routing clue, not a promise that every part of a report is public.
Send a sheriff record request to the Sheriff's Civil/FOIA/Records/SOR contact at 111 E. Court Street, Eureka, or call 309-467-7390. A city-police report must go to the city that created it. Filed case documents go to the Circuit Clerk. Ask for a fee estimate when a request could require extensive copying or another billable service.
Restricted, Sealed & Expunged Records
Juvenile delinquency files are not ordinary public adult cases. Sealed and expunged records should disappear from routine public indexes, although law permits certain court or law-enforcement access. FOIA exemptions can also protect private identifiers, victim information, confidential sources, and investigative details when the statutory conditions are met.
Illinois provides approved Request to Expunge and Impound and/or Seal forms. Eligibility depends on the outcome and offense: an arrest never charged, an acquittal, a dismissal, or some completed supervision may be expungeable, while eligible convictions more often require sealing. File in the county where the arrest or charge occurred. Do not infer eligibility merely because Judici shows “dismissed.” After a Woodford order is processed, check both the clerk's public index and the ISP record. ISP lists a $60 processing charge for a court order, separate from any local filing cost.
Woodford Probation's Local Role
Woodford Probation and Court Services supervises court-ordered probation, prepares reports, runs GPS monitoring, collects DNA, supports public-service work, and works with diversion functions. Officer notes are not the same as a public court order. The sentencing order and public supervision status are generally the better public sources.
The county probation page identifies the Courthouse Annex office and its services.
Parole and mandatory supervised release are state functions involving IDOC and the Illinois Prisoner Review Board, so they should not be confused with county probation.
City-by-City Criminal Records in Woodford County
Eureka, Metamora, and El Paso keep their own police reports. Illinois has a unified court system, however, and no separate modern municipal court or municipal case portal was found for any of the three. Filed ordinance, traffic, quasi-criminal, misdemeanor, and felony matters route to the Woodford Circuit Court. City pages therefore pair the local police or FOIA channel with Judici, the Circuit Clerk, and the county jail.
Eureka Record Check
5,227 residents in the 2020 Census · City police reports and the county-seat justice campus.
Metamora Record Check
3,904 residents · Police FOIA, Flock transparency, and historic-court context.
El Paso Record Check
2,756 residents · Police FOIA plus official CRIMEWATCH arrest and incident feeds.
Metamora's official village page supplies current municipal information.
The preserved old Metamora courthouse is historically important, but modern criminal-case requests belong with the Circuit Clerk in Eureka.
El Paso's Added Police Channel
El Paso Police is the only one of the three city departments for which research confirmed a robust official arrest-and-incident publishing channel and mobile app. Its CRIMEWATCH categories include arrests, incidents, cases, warrants, news, broadcasts, and events. Public arrest entries may contain descriptive details, charges, an arrest date, a mapped location, narrative, and an explicit presumption-of-innocence notice. The city FOIA form remains the route for copies; the Verification of Reporting form is not a full report-copy portal.
The City of El Paso website connects residents with its departments and forms.
Even when CRIMEWATCH publishes an arrest, the Woodford Circuit Court file—not the release—establishes the final case outcome.
